Jurisdictions shall be greater of 200' from floodWAY boundary or edge of 100-year floodplain or edge of wetland that is contiguous / overlaps into 200' zone. please inventory waterward 200' of lakes OHWM and in marine; 200' from MLLT (to capture all of intertidal /nearshore areas).

The SMA jurisdictional GIS themes were developed according to the above criteria in the following manner:
1a: Marine shoreline
high- and (approximate) low-tide lines,
1b: Double- and/or single line representations of Whatcom, Padden[1], Chuckanut, and Baker[2] Creeks were obtained from the standard COB theme, waterway. Modifications to the Padden and Chuckanut Creek representations were made where water course positions were clearly observable on the 2002/2004 aerial photography. Whatcom Creek representations were unmodified.

floodway areas as identified by the value FLOODWAY
of the attribute floodway were
extracted from the theme s_fld_haz_ar. For Whatcom and Padden Creeks, these areas
were more or less coincident with the double line stream representations of
part (1b), above. Floodways associated
with Squalicum Creek above
2a: Linework features as defined in parts (1a-d), above, were used as starting locations for the 200 foot SMA jurisdictional buffer. These lines were buffered the 200 foot value.
2b: Wetland features from the COB wetlands92 theme which are contiguous with or overlap the 200 foot buffer distance from part (2a) were identified and extracted.
2c: The special case of the large wetland complex associated with Cemetery Creek and its confluence with Whatcom Creek was treated as follows: Obliterated wetlands (ie due to residential and road development) were removed from consideration. Discontiguous wetlands (those no longer contiguous with the 200 foot buffer distance due to their having been bisected by a road feature or housing development) were also removed from consideration. Remaining wetland features contiguous or overlapping with the 200 foot buffer distance were included in the SMA jurisdiction.
2d: Areas defined in the FEMA s_fld_haz_ar theme as 100 year floodplain areas were identified, and those which were contiguous or overlapping the 200 foot buffer distance were included in the SMA jurisdiction.
3: The final SMA jurisdiction boundary was created from the maximum extent of the 200 foot buffer around water features (2a), adjacent and congiuous wetlands (2c), and adjacent and congiguous 100 year floodplaines (2d).
1: Official final SMA GIS products are provided as polygon and line themes in the geodatabase SMA2004.MDB and documented below. An alternate version of the data is provided as the coverage sma2004master.
2: The SMA jurisdiction boundary as defined in part (II-3) above is provided as the polygon theme sma2004boundary. It is in the form of a single polygon feature whose extent represents the SMA jurisdiction. No attributes are included (or necessary)
3: Component polygon and line features defining the feature components of the SMA jurisdiction are provided in the themes sma2004master and sma2004lines, respectively, within the SMA2004.MDB geodatabase. Attributes are defined below.
4: The division of the sma2004boundary theme into fifty-six analytical reaches is represented in the polygon theme sma2004reaches.

[1] A discrepancy in the position of Padden Creek near the vicinity of the Fairhaven Tennis Club was identified by the COB subsequent to creation of the final SMA boundary theme and is not represented in the analysis and deliverable procucts.
[2] Baker Creek was treated as an independent reach. It remains to be determined by the COB whether Baker Creek shall be subject to the SMA jurisdiction.
